ENR 1.11 ADDRESSING OF FLIGHT PLAN MESSAGES


1.11.1. Saudi Air Navigation Services (SANS) is introducing an Integrated Flight Plan Processing System (IFPS). The IFPS is the only system for the distribution of IFR General Air Traffic (GAT) flight plans and associated messages to Air Traffic Service Units (ATSUs) within Jeddah FIR.
1.11.2. The IFPS will not process local VFR flight plans or Military flights Operational Air Traffic (OAT) but will manage the information of a mixed military FPL operating in accordance with GAT rules and the IFR information of FPL of a VFR operating as IFR. (VFR flights FPLs management are described in Para. 1.11.6 of this section).
1.11.3. The IFPS is composed of redundant servers deployed at Jeddah and Riyadh ACCs. The FPLs processing is conducted primary at Jeddah ACC and distributed to all other ATSUs with complete redundancy with Riyadh ACC for contingency purposes. Consequently, all IFR flight plans and associated messages must be addressed as described in paragraph 1.11.7. Following successful processing, the FPL will be delivered automatically, at the appropriate time, to all ATSUs either through the main/legacy ATM system or COMSOFT Aeronautical Data. 1.11.4.  FPLs for IFR flights should be filed a minimum of 60 minutes before Estimated Off Block Time (EOBT). The IFPS always calculates the Date of Flight (DOF) when it is not inserted in the FPL. In doing so, the system will process the EOBT to be within the next 24 hours from the filing time. If an FPL is filed in advance by more than 24 hours of the EOBT, the DOF must be indicated in Item 18 of the FPL.
1.11.5. The IFPS will not accept flight plans submitted more than 120 hours in advance of the flight departure time
1.11.6. The IFPS is offering an internet-based service as WEB-PORTAL capability, where airspace users can file, validate, and submit a flight plan to all concerned addresses. Any Airspace user wishing to access to the IFPS WEB-PORTAL should contact SANS corporate communication’s customer relation management through the official email: CRM@SANS.COM.SA to obtain an official username and password for the service.
1.11.7. VFR flight plans should be submitted using the AFTN address: OEJDVFRX at least 60 minutes before clearance to start up or taxi is requested. If the departure aerodrome is not connected to the AFTN, and the pilot has no access to IFPS WEB-PORTAL, he/she ensure that an FPL is sent to Jeddah ATN center by any other means of communications (e.g., telephone or fax) as described in para 1.10.2.6.
1.11.8. Flight Plans and other related messages for flights within or via JEDDAH FIR shall be addressed in accordance with the following table in order to ensure correct relay and delivery.

Note 1: Flight Plans and other related messages in this context comprise flight plan message, amendment messages relating thereto and flight plan cancellation messages (ICAO PANS-ATM, Doc 4444, CH.4 PARA 4.4 refers).
