GEN 4 CHARGES FOR AERODROMES/HELIPORTS AND AIR NAVIGATION SERVICES

GEN 4.1 AERODROME/HELIPORT CHARGES


4.1.1 Landing of aircraft

4.1.1.1. A landing charge of SR 30 ahall be levied for each 1000 kg, or fractions thereof, starting from 500 kg of the maximum take-off mass (MTOM ) of the aircraft.

4.1.2 Parking, hangarage and long-term storage of aircraft

4.1.2.1. An aircraft parking charge shall be levied after the first two hours from landing as follows:
  • A parking charge of SR 10 shall be levied for each 1000 kg, or fractions thereof, starting from 500 kg of the maximum take-off mass of the aircraft, against its stay at the aerodrome, per every 8 hours starting from the time of its landing up to 24 hours. The same amount shall be levied for every subsequent 24 hours period. This applies to aircraft which are not registered in the Saudi National Register of Aircraft.
  • A parking charge of SR 6 shall be levied for each 1000 kg, or fractions thereof, starting from 500 kg of the maximum take-off mass of the aircraft, against its stay at the aerodrome, per every 8 hours starting from the time of its landing up to 24 hours. The same amount shall be levied for every subsequent 24 hours period. This applies to aircraft which are registered in the Saudi National Register of Aircraft.

4.1.3 Passenger service

4.1.3.1 Airport building charges (ABC)

4.1.3.1.1 Domestic

Collecting a total of SAR (10) ten Saudi Riyal from each passenger (arriving) or (departing) on a domestic flight at any of the airports in the kingdom of Saudi Arabia as an imposed (ABC) charge for using the airport facilities.
Airlines must be committed to collect these charges effective from 01/01/2020.
Airlines should deposit the (ABC) charges to the airports in accordance to the instructions illustrated in the invoice issued periodically by the airports.
 
Note 1 : The following categories of passengers are exempted from paying the (Airport Building Charges) and they are as follow:
  • Infant passengers.
  • Members of the crew on duty on board (pilot, air engineer, steward or technician assigned).
  • Members of the crew of the aircraft registered in the list of airline pilots and having an identification card (pilot, engineer, airman or technician).
  • Transit passengers staying on board and are not willing to use the airport facilities.

Note : VAT is charged on the (Airport Building Charges) for domestic flights.

4.1.3.1.2 International

Collecting an (Airport Building Charges) of SAR (87) Eighty seven Riyal on each passenger (arriving) or (departing) on an international flight at any of the airports in the kingdom of Saudi Arabia as an imposed charge for using the airport facilities.
 
Collecting (Airport Building Charges) after considering the final destination of the passenger and changing the aircraft will be considered as a (final destination) which the value of the charge would be calculated.
 
(Airport Building Charges) would not be collected from transit passenger staying at the aircraft without using the airport facilities.
 
Collecting a Security Fees equal (8 SAR) from all arrival/departure or transiting passenger included in international tickets value to/from saudi arabian airports as a security fees non refundable.
 
For the private aviation agents shall collect the Security fees from passenger on international arrival/departure flights.
 
Note 1 : The previously applied fee of the international departure SAR (50) Fifty riyals as per Civil Aviation Tariff law shall be part of the new Airport building charges at which shall not be claimed separately.
 
Note 2 : Airlines should pay these charges to the airports in accordance to the instructions set forth on the invoice issued periodically by the airports.

4.1.3.2 Transport of passengers

Charges for passenger transport services from aircraft to the terminals and vice versa, using bridges or buses and additional services charges.

4.1.4 Security

4.1.4.1. Charges for security services shall be levied for each aircraft departing from one of Saudi Arabin’s aerodromes, with the exception of connecting airplanes on international transit flight and cargo airplanes, as follows:

4.1.4.2. An aircraft guarding charge shall be levied as follows:

4.1.5 Noise-related items

4.1.6 Other

An aircraft towing charges shall be leviedfor every 100 meter, or fractions thereof, distance towed upon owner request, as follows:

4.1.7 Exemptions and reductions

4.1.7.1 Exemptions

The following aircraft are exempted from all fees of any kind:
  1. Royal Saudi aircraft;
  2. Royal Saudi Air Force (RSAF) aircraft;
  3. Diplomatic and dignitaries aircraft, provided they do not carry passengers for a fee, on reciprocal treatment;
  4. Foreign military aircraft, provided they do not carry passengers for a fee, on reciprocal treatment
  5. search and rescue aircraft provided that they do not charge a fee;
  6. aircraft exempted in accordance with international, mutual or special agreements with the Government of Saudi Arabia;
  7. aircraft which depart and return or land for technical reasons; inclement weather, or force majeure,
  8. Red Crescent or Red Cross aircraft;
  9. United Nation and affiliated aircraft, provided that they do not charge a fee, and
  10. Saudi training aircraft , aircraft belonging to clubs and amateures, or air race aircraft.

4.1.8 Methods of Payment

Following are the broad guidlines that GACA customers are advised to follow to fulfill their financial obligations towards GACA:
  1. All payments are to be made in full. No partial payments will be accepted other than those pre-approved by appropriate GACA authorities.
  2. From within Saudi Arabia all payments are to be made using SADAD online payment channel, GACA’s SADAD code is 098.
  3. From outside Saudi Arabia all payments are to be made through wire transfer to the credit of GACA bank account given below:

  1. Wire transfer charges, if any, will be borned by the party making the transfer. For this purpose, all GACA customers effecting a transfer will ensure that full invoice/ license / permit fee amount reaches the GACA account, net of all intermediary bank charges.
  2. After completing the wire transfer the customer will communicate, through email or FAX, the payment details, i.e, invoice(s) number(s), date of payment, the full amount wired, etc.
