OEJN AD 2.20 LOCAL AERODROME REGULATIONS
|
|
2.20.1 Airport regulations
Regarding apron operations at OEJN, engine start- up and running of engine(s) at idle power for maintenance purposes is permissible on all aprons, except where noted otherwise. All engine start- up are the responsibility of the aircraft operator and require prior approval from ATC and the aircraft operator has to inform airport operations .
2.20.2 Taxing to and from stands
Aircraft are to follow yellow taxiway centre line at all times , exceptions from this with guidance from marshaller only. Pilots are to use caution and apply minimum power when maneuvering near stands.
Aprons 6,7,9 and 11 do not have visual contact with ATC Tower. All ground movement on these aprons falls under the responsibility of the aircraft handler.

2.20.2.1 APRON A
-
Stand A4, A7, A12 and A13 will be used single PRKG only.
2.20.2.2 APRON 01
-
No aircraft to dock or push back from stands 1-1 and 1-8 when there is traffic on adjacent taxiways T and U, respectively.
-
Maximum aircraft size on apron 1 is ICAO code E (wingspan is less than 65 m).
2.20.2.3 APRON 02
-
Aircraft code E not authorized to dock or push back from stands 2-5 and 2-6 with engines running to avoid jet blasting of buildings behind .
-
No aircraft to dock or push back from stands 2-1 and 2-9 when there is traffic on adjacent taxiways T and U, respectively.
-
Maximum aircraft size on apron 2 is ICAO code E (wingspan is less than 65 m).
2.20.2.4 APRON 03
-
No aircraft to dock or push back from stands 3-1 and 3-17 when there is traffic on adjacent taxiways T and U, respectively.

Maximum aircraft size on apron 3 is ICAO code C (Wingspan less than 36 M)
2.20.2.5 APRON 04
-
No aircraft to dock or push back from stands 4-1 and 4-8 when there is traffic on adjacent taxiways T and U respectively.

Maximum aircraft size on apron 4 is ICAO code E (wingspan less than 65 M).
2.20.2.6 APRON 05
-
No aircraft to dock or push back from stands 1 and 8 when there is traffic on adjacent taxiways T and U respectively.
2.20.2.7 APRON 06
-
Aircraft parked at any of the stands B and C are permitted to start-up engines.
-
Aircraft parked at any of the stands A have to first push back then start-up engines. IF APU is inoperative, engine start-up at any of the stands A requires prior permission from airport operations.
-
At any of the stands A, engine start-up and running of engines at idle power for maintenance purposes requires prior permission from airport operations.
-
Aircraft must enter Apron area via taxiway F and exit via taxiway E. IF traffic permits, aircraft may also exit via taxiway F.
-
Push- back required from all aircraft stand.
-
Passenger boarding bridges AVBL at all alpha stands.
-
Apron surface is white concrete.
-
Maximum aircraft size on apron 6 is ICAO code E (wingspan less than 65 M)
-
Push-back clearance must not be given to aircraft at the same time from the stands A1, A2, A3 and A4 with aircraft from B2, B3, B4 and B5.
-
All traffic at Apron 6 to use minimum power for taxiing in and out.
2.20.2.8 APRON 07
-
Stands 7-2, 7-3, 7-4, 7-5, 7-6, are only assigned parking for ICAO code F ACFT (wingspan is less than 80M ) and can be double stands for ICAO code C ACFT (wingspan is less than 36M ) named as 7-2A, 7-2B, 7-3A, 7-3B and ....etc.

Maximum aircraft size on apron 7 is ICAO code F.
2.20.2.9 APRON 08
-
Apron 8 is reserved for Royal and VIP aircraft.
2.20.2.10 APRON 09
-
Aircraft parked on Apron 9 must first push back onto taxiway F then start- up engines.
The follow exceptions apply:
Saudia MD-11 may start engines NR 2 only.
Aircraft with inoperative APU may start one engine at idle power, and the aircraft operator shall guard the service road behind the aircraft until push back is completed.
-
Parking Stands numbering (from north to south) : 9-1, 9-2, 9-3, 9-4, 9-5, 9-6 wait for parking instructions and marshaller before entering stand.
2.20.2.11 APRON 11
-
Aircraft parked on Apron 11 must first push back onto TWY F then start- up engines.
2.20.2.12 APRON 12
-
Apron 12 is assigned for Royal Saudi Air Force (RSAF) aircraft only.
-
The RSAF have an engine test area on apron 12.
-
Other Aircraft may carry out engine tests on apron 12 upon request and approval from ADNC and RSAF operation.
2.20.2.13 APRON 13
-
No start-up or running of engine allowedon Apron 13.
-
Entering aircraft shall stop on taxiway T and shut down all the engines befor being pushed back into the apron with airport operations guidance.
-
Exiting aircraft shall first be towed onto taxiway T then start-up engines.
2.20.2.14 APRON 14
-
Apron 14 assigned for Royal aircraft maintenance.
2.20.2.15 APRON 15
-
Apron 15 is an isolated area and run up area.
2.20.2.16 APRON G
-
All general aviation aircraft shall be guided by marshallers.
-
Entrance and exit to Apron G by follow me.
-
Wing-span for Taxilane D and TWY D2 West is less than 65M.
-
Wing-span for Taxilane D1, TWY D2 East, TWY D3 East, TWY D3 West and TWY D4 is less than 36 M.
2.20.3 Parking area for small aircraft (General aviation)
Apron 16 is the dedicated apron for general aviation.
2.20.4 Parking area for Helicopters
APRON 08, APRON 11 and APRON 12 Has HEL parking.
2.20.5 Apron - taxing during winter conditions
Not applicable.
2.20.6 Taxiing - limitations
The following taxiway limitations apply to operations at OEJN:

Taxiways E, R, S, T and U are non-maneuvering areas.
-
Pilots are advised to use caution when taxiing on taxiways E, R, S, T, and U due to crossing vehicles.
-
All ACFT vacating RWY 34L FM TWY B3, no right turn southbound via TWY B.
-
Taxiway D north of taxiway R is unserviceable.
-
Wing-span for Taxilane D and TWY D2 West is less than 65M.
-
Wing-span for Taxilane D1, TWY D2 East, TWY D3 East, TWY D3 West and TWY D4 is less than 36M.
2.20.7 Arrival Taxi Routes (ATR)
2.20.7.1 Arrival Taxi Routes are applied in OEJN, ATC may assign a pilot an ATR to be followed after landing, pilots must advise ATC if they are unable to comply.
2.20.7.2 IF no ATR was assigned, taxi instruct ions will be provided by ATC after landing.

2.20.7.4 Note:

2.20.8. Minimum Runway Occupancy:
2.20.8.1 In order to maximize runway capacity pilots shall minimize runway occupancy time.
A. Arrivals:
-
Unless otherwise advised by ATC, expect to vacate the runway via a RET.
-
ATC may advise pilots on final approach of the expected runway exit point otherwise pilots scan vacate at the closest suitable exit. This will normally be a RET and pilots must advise ATC as soon as practicable if unable to comply with their instructions.
-
Pilots are expected to vacate the runway expeditiously.
Note:
-
ATC may assign a runway exit point upon first contact.
-
If an exit is assigned by ATC, pilots are expected to vacate the runway at the assigned exit point
-
Pilots must advise ATC if unable to comply for performance reasons.
-
ATC may assign a runway exit point based on the following:
-
Aircraft type and performance
-
Surface wind direct ion and speed
-
Runway surface conditions
-
Runway demand
-
Taxiway restrictions
-
Runway closures
-
Location of parking stand
-
Ground f low and complexity
-
Any other operational requirements
B. Departures:
-
On receipt of the line-up clearance, pilots shall taxi into position expeditiously.
-
If pilots require more separation than the WTS time-based standard or extra time for any other reason, advise ATC early PRIOR to entering the runway, NOT when on the runway. When informed, ATC may be able to make changes in the departure sequence, if necessary, to minimize delays to other succeeding departures.
-
Cockpit checks shall be completed prior to line-up,any checks requiring completion whilst on the runway should be kept to the minimum required. Pilots should ensure that they are able to commence the take-off roll immediately when take-off clearance is issued
-
Once ATC issues a take-off clearance, if there is any unreasonable delay in the aircraft commencing the take-off roll, ATC may cancel the take-off clearance and reposition the aircraft in the departure sequence.
-
When cleared for take-off, ATC will expect and will have planned on seeing movement within 8 to 10 seconds of the take-off clearance being issued.
Note:
Pilots that cannot comply with these requirements are to notify ATC as soon as possible.
2.20.8.2 Conditional Line-up Clearance
2.20.8.2.1 On receipt of a line-up clearance pilots shall ensure, complying with safety and standard operating procedures, that they are able to line-up on the runway as soon as the preceding aircraft has commenced take-off roll, pilots must be aware that there may be a blast hazard as the aircraft on the runway applies power.
2.20.8.2.2 Pilots in receipt of a conditional clearance shall not cross an illuminated stop bar until it has been switched-off by ATC.
2.20.8.3 Pilots are to fully comply with assigned speeds, particularly on final approach, and to minimize runway occupancy time. When crews are unable to maintain any assigned speeds, they must inform ATC as soon as possible.

OEJN AD 2.21 NOISE ABATEMENT PROCEDURES
|
|
2.21.1. Jet aircraft taking off from 34L shall not normally be allowed to turn further left than the JDW RDL 310 until at least 5 NM north of JDW DVORTAC unless:
-
ATC requirements necessitate such a turn; or
-
aircraft are making VFR circuits.
2.21.2. Overflight of the city of Jeddah is prohibited below ALT 5000 FT except for the purposes of take-off and landing in accordance with ATC instructions.

OEJN AD 2.22 FLIGHT PROCEDURES
|
|
2.22.1 GENERAL
-
Unless special permission has been obtained from JEDDAH APP or JEDDAH TWR as appropriate, flight within JEDDAH TMA and JEDDAH CTR shall be in accordance with the Instrument Flight Rules. See also relevant Instrument Approach Charts, Standard Departure Chart – Instrument (SID) and Standard Arrival Charts – Instrument (STAR).

Over flying of Jeddah City prohibited BLW ALT 5000 FT.
-
In conditions of slack wind (less than 6 KT): RWYs 34R are preferential for departure and arrival.

Jeddah CTA East and Jeddah CTA West,which are described in ENR 2.1 are designated as Class A airspace from 150 to FL 460 excluding Jeddah TMA and Taif TMAs
-
Jeddah CTR that is described in AD2.17and depicted on OEJN Area Chart Departure and Area Chart Arrival is designated as Class D airspace

Except for traffic operating within CTR or circuit of other aerodromes having their own altimeter setting observations, all aircraft operating anywhere within the TMA/CTR shall reference altimeters to the officially reported QNH for OEJN when at or below the TA.

All aircraft landing within or over flying within the Jeddah CTA / Jeddah TMA / Jeddah CTR are to contact Jeddah CTA East on 119.100 MHZ, or Jeddah CTA West on 125.450 MHZ and Approach on 124.000 MHZ.

Any aircraft which fails to start engines within 10 minutes of start-up clearance may be subject to a modified clearance.

Standard Instrument Departure (RNAV SID) are available for RWY 16L/16C/16R and RWY 34L/34C/34R, details of which can be found in the Standard Departure Chart - Instrument.

2.22.3 ATC SURVEILLANCE PROCEDURES WITHIN JEDDAH TMA/CTA

Airport surveillance radar is installed at OEJN (2139.8N 3908.1E**) and is available to all aircraft within 250 NM radius of the radar site.
Emergency Code 7700, Communication Failure Code 7600 and Unlawful Interference Code 7500 are monitored.

Airport RaytheonRadar is installed at OEJN (213947.8N 390810.8E) and is available to all aircraft within 250 NM radius of the radar site. Emergency Code 7700, Communication Failure Code 7600 and Unlawful Interference Code 7500 are monitored.

All aircraft must operate the transponder on the previously assigned code until / unless otherwise instructed.

Jeddah radar provides primary and secondary radar coverage. Details are described in ENR 1.6.
2.22.4 RADAR VECTORING AND SEQUENCING
Speed Restrictions

Within Jeddah TMA (Airspace Classification “C”), the speed is limited to max 250 Kt IAS below altitude 10,000 ft except with explicit clearance by ATC.
-
For ACFT which cannot maintain max 250 Kt IAS for technical reasons or flight quality, a higher speed is possible after ATC clearance.
Tactical speed instructions
-
Speed instructions during approach are issued by ATC for safety and efficiency purposes and are to be flown accurately.
-
Pilots should advice immediately if circumstances necessitate change of speed for ACFT performance reasons.
-
Pilot should expect to be given the following speed restrictions:
– 220 Kt IAS on downwind and base leg until intercepting the LOC;
– Between 200 Kt IAS and 180 Kt IAS by capturing the GS;
– Then 160 Kt IAS on final approach until 4NM final.

If speed restrictions are not necessary ATC will announce clearly: “No speed restriction”

2.22.8 COMMUNICATION FAILURE
2.22.8.1 Introduction
Radio communication failure procedures are described in para 15.3 of ICAO PANS-ATM DOC 4444 and ENR 1.6.1.4.2 of eAIP Based on these provisions, following radio communication failure procedures are established, to standardize the actions to be taken by the pilot of arriving and departing aircraft at Jeddah / King Abdulaziz International airport.
2.22.8.2 General
2.22.8.2.1 All Transponder equipped aircraft experiencing Radio Communication failure shall set transponder to Mode A/C code 7600 as soon as practicable.
(Note: This Requirement of Setting transponder to Mode A/C code 7600 in no way imposes any restriction on the pilot’s decision to set transponder to Mode A/C code 7500 or 7700, whenever required).
2.22.8.2.2 Runway lights, PAPI, ILS, and approach lights in ‘SWITCHED ON’ position shall indicate the availability of Runway in use for aircraft experiencing RCF.
2.22.8.3 Procedure for Arrivals:

2.22.8.3.1.1 When Arrival clearance has been received from ATC, follow the RCF procedure corresponding to that STAR as mentioned in para 2.22.8.3.1.3 & 2.22.8.3.1.4

22.2.8.4 Procedures for Departure:
Any departing aircraft experiencing RCF and intending to continue to its filed plan destination shall:
22.2.8.4.1 If communication failure occurs 10 minutes or more after take-off, follow procedures for IFR communications failure ENR1.6.1.4.2.3 of eAIP
22.2.8.4.2 For RNAV SID
22.2.8.4.2.1 Continue on assigned SID climbing to/or maintaining cleared level, or 6000 Ft, whichever is higher.
22.2.8.4.2.2 After Three minutes from setting Mode A/C code 7600 or reaching 6000 Ft or cleared Flight level (if higher than 6000 Ft) whichever is later, Follow SID with all restrictions.
2.22.8.4.2.3 Following SID at exit waypoint, when established on ATS route, climb to flight planned level.
2.22.8.4.3 For RADAR SID:
2.22.8.4.3.1 Continue assigned SID or heading climbing to or maintaining cleared level or 6000 Ft or minimum flight altitude, whichever is higher.
2.22.8.4.3.2 After Three minutes from setting Mode A/C code 7600 or reaching 6000 Ft or cleared Flight level (if higher than 6000 Ft) whichever is later.
2.22.8.4.3.2.1 For RWY 34L/34C/34R in use:
1. f exiting via ISLAM, EGREP, DATAP, MIGDA, and BOMOX continue fly assigned SID / RWY HDG for 15NM, turn left/right, via 15 DME ARC to join on course radial when established on course, climb to flight planned level.
2. If exiting via KAROX, RIBAM, EGPOB, follow conventional SID when established on course, climb to flight planned level.
2.22.8.4.3.2.2 For RWY 16L/16C/16R in use:
1. Follow conventional SID when established on course, climb to flight planned level.
2. If communication failure occurs 10 minutes or more after take-off, follow procedures for IFR communications failure ENR1.6.1.4.2.3 of eAIP.
2.22.8.4.4 For Non-RADAR SID:

2.22.8.4.5 Departure Intending to Land Back at Jeddah:
Any departing aircraft experiencing RCF after departure and intending to land back at Jeddah / King Abdulaziz International airport:
2.22.8.4.5.1 Continue assigned SID or heading, climbing to/or maintaining cleared level or 7000 Ft or minimum flight altitude, whichever is higher.
2.22.8.4.5.2 If required to burn fuel remain in the hold.
2.22.8.4.5.3 After Three minutes from setting Mode A/C code 7600 or reaching 7000 Ft or cleared Flight level (if higher than 7000 Ft) or minimum flight altitude, whichever is later, then follow 2.22.8.3.1.5

2.23.1 Bird Migration
Flocks of large birds, geese, cranes, and ducks fly across the aerodrome vicinity during the months of March to May and September to November. Wing span of some species exceed one (1) meter. Pilots are requested to exercise extreme caution, particularly below 4500 FT GL. Large number of Black Birds and Sea Gulls around Jeddah / King Abdulaziz International pilots are requested to exercise caution during landing and take off.
