OEDF AD 2.20 LOCAL AERODROME REGULATIONS
2.20.1   Apron 2

Stand 1
  1. ACFT code F can use stand 1 and has to use TWY P1 for exit and entrance.
  2. TWY P1 will be CLSD when ACFT parked at stand 1.
  3. Stand 2 at same ramp will be used by ACFT code C or D while ACFT code F still occupying stand 1.
  4. Bush back for ACFT FM stand 1 has to be facing south to TWY P1.

Stand 3
  1. ACFT code F can use stand 3 and has to use TWY P2 for exit and entrance.
  2. TWY P2 will be CLSD when ACFT parked at stand 3.
  3. Stand 2 at same ramp will be used by ACFT code C or D while ACFT code F still occupying stand 3.
  4. Bush back for ACFT FM stand 3 has to be facing north to TWY P2.

2.20.2   ENGINE RUN UP

Engine run-up at OEDF is permissible on Aprons 4 and 11 by clearance from ATC.

2.20.3   COMPASS SWING

Pilots requesting a compass swing must be directed to use Apron 4 or Apron 11.

2.20.4   STOP BARS

Illuminated red stop bars are installed at OEDF as follows:
  • RWY 16R/34L: at all RWY holding points including all RWY intersections.
  • RWY 16L/34R: at all RWY holding points including all RWY intersections except TWYs Hotel and Juliet 2 which are designed as rapid exit TWYs for ARR aircraft using RWY34R.

The red stop bars lights are controlled from the ATC Tower. An illuminated red stop bar means STOP. Aircraft and vehicles must not proceed until the red stop bars are switch-off and ATC permission is received.

2.20.5 WARNINGS/CAUTIONS
  1. Intersection between TWY Romeo - Juliet 3 and RWY 16L/34R is considered as a hotspot location. Red stop bar light and signs are available to show the holding point at this intersection.
  2. Caution Runway Incursion. Pilots and vehicles drivers must exercise extreme caution when approaching this intersection and must maintain watch on ATC frequency and adhere to ATC clearance.
  3. Pilots must exercise extreme caution to remain clear from any obstruction and other aircraft during taxing in/out from stands 19,20, and 21 as these stands are unsighted from ATC TWR

2.20.6 ENTERANCE TO TAXIWAY ROMEO AFTER LANDING ON RWY 34R

All arrival traffic intending to park on Apron1 and Apron2, when landing on RWY34R are to vacate the runway via taxiway Hotel and to hold
short of taxiway Romeo, if unable, vacate the runway via the end. It is not permitted to turn left on taxiway Romeo directly from the runway if
passing taxiway Hotel unless otherwise instructed by ATC.

2.20.7 HOLDING BEFORE INTERSECTION JULIET 3 AFTER VACATING RWY16L

All arrival traffic landing on RWY16L, after vacating the runway and joining taxiway Juliet intending to park on Aprons1,2 and 5 shall hold position well before intersection Juliet 3 facing north. ATC will issue further taxi instruction based on traffic situation.
OEDF AD 2.21 NOISE ABATEMENT PROCEDURES
Aircraft operated below ALT 10 000 FT, anywhere, must not exceed the following values of indicated airspeed (IAS), except that the minimum safe operating speed for a particular aircraft shall always be the determining factor when it is greater than the maximum speeds prescribed below unless otherwise authorized or required by an ATC unit.
Within an aerodrome traffic circuit:
Turbine engine aircraft - 200 KT (230 MPH / 370 KPH); unless otherwise authorized or required by an ATC unit
Elsewhere:
250 KT (288 MPH / 460 KPH).
OEDF AD 2.22 FLIGHT PROCEDURES
2.22.1   GENERAL

RWY 34L is designated as the preferential and primary instrument RWY.
 
RWY 34L/R are to be used in calm conditions.
 
Dammam CTA, which is described in ENR 2.1 and depicted on OEDF Area Charts, is designated as Class A airspace from FL155 to FL245.
 
Dammam TMA, which is described in ENR 2.1 and depicted on OEDF Area Charts, is designated as Class C airspace from 700 FT to FL155 AGL within 40 NM, and 2500 FT AGL 60 to 40 NM excluding OEDR CTR, OEJB ATZ and OERT ATZ.
 
Dammam CTR that is described in AD 2.17 designated as Class C airspace.
 
All aircraft landing within or over flying within the Dammam CTA / TMA / CTR are to contact Dammam Upper on 126.300 MHZ operating between FL170 to FL240, or Dammam Lower on 126.100 MHZ FL160 and below.

2.22.2   PROCEDURES FOR IFR FLIGHT WITHIN DAMMAM TMA/CTA

  • RESAN holding, minimum 5000 FT and maximum 9000 FT for STAR RNAV RWY16L/16R.
  • RESAN holding, minimum 5000 FT and maximum 9000 FT for  VOR RWY16L/16R ILS.
  • LOSAX missed approach holding, 3000 FT for VOR RWY16R and ILS RWY16L/16R.
  • LOSAX holding, minimum 7000 FT and maximum 9000 FT for STAR RNAV RWY34L/34R.

2.22.2.3 Arrival procedures
  1. Standard Instrument Arrivals (STAR RNAV) are available for RWY 16L/34R and RWY 16R/34L, details of which can be found in the Standard Arrival Charts - Instrument.
  2. Standard Instrument Arrivals (STAR RNAV) are based on GNSS. RNAV 1 capable aircraft will be cleared for RNAV 1 STAR.
  3. For Standard Instrument Arrivals (STAR RNAV), surveillance is mandatory and to be used only in surveillance environment.
  4. LOSAX 1 J (STAR RNAV) for RWY34L/34R to be used for the aircraft carried out missed approach or holding over LOSAX.

2.22.2.5 Circuit directions

Oxford Saudi Flight Academy aircraft operate on visual traffic circuit east of RWY 16L/34R as follows:
  • Left hand circuit for RWY 16L.
  • Right hand circuit for RWY 34R.
  • Circuit area is contained within 2 NM of RWY 16L/34R.
  • Circuit height: 1000 FT AGL.

Other users requesting to operate on traffic circuit shall obtain approval form ATC in advance for suitable time, RWY, and type of traffic circuit
either visual circuit with TWR or radar circuit with APP.

2.22.2.6 Departure procedures
  1. Standard Instrument Departures (SID RNAV, SID) are available for RWY 16L, 34R, 16R and 34L, details of which can be found in the Standard Departure Charts - Instrument.
  2. Standard Instrument Departures (SID RNAV) are based on GNSS. RNAV 1 capable aircraft will be cleared for RNAV 1 SID
  3. For Standard Instrument Departure (SID RNAV), surveillance is mandatory and to be used only in surveillance environment.

2.22.3 ATC SURVEILLANCE PROCEDURES WITHIN DAMMAM TMA/CTA
  • Airport surveillance radar is installed at OEDF and is available to all aircraft within 250 NM radius of the radar site.Emergency Code 7700, Communication Failure Code 7600 and Unlawful Interference Code 7500 are monitored.
  • Dammam APP is served by a Raytheon radar system that provides Primary Surveillance Radar (PSR) coverage to 80 NM from KFA and (Monopulse) Secondary Surveillance Radar (MSSR) coverage to 250 NM from KFA.
  • Dammam APP is served by backup radar that provides MSSR coverage to 250 NM.
  • All aircraft must operate the transponder on the previously assigned code unless otherwise instructed.

2.22.9 LOW VISIBILITY PROCEDURES 
  • When RVR reading is less than 550 meters, or surface visibility is less than 800 meters when RVR is U/S, or when aircraft ground movement cannot be observed by ATC, aircraft ground movement shall be restricted to one arrival  one departure at a time.
  • Follow me service shall be provided when requested. 
  •  All departures shall be from the beginning of the RWY, no intermediate departure is permitted.
