OEGN AD 2.20 LOCAL AERODROME REGULATIONS
|
|
2.20.1. Aprons 2 and 3 are invisible from TWR.
2.20.2. TWY N is invisible from TWR. ACFT taxiing from apron 2 and 3 to RWY shall hold short of TWY A and advise TWR. TWY N
considered as no maneuvering area.

OEGN AD 2.21 NOISE ABATEMENT PROCEDURES

OEGN AD 2.22 FLIGHT PROCEDURES
|
|
|
-
The Jazan TMA which is described in ENR 2.1 and depicted on King Abdullah Bin Abdulaziz Area Chart Departure, and Area Chart Arrival designated as Class C airspace from 700 FT AGL within 30 NM, 2500FT AMSL from 30to the boundary of Jazan TMA to FL155.
-
The Jazan CTR which is described in OEGN AD2.17 and depicted on King Abdullah Bin Abdulaziz Area Chart Departure, and Area Chart Arrival is designated As Class D airspace.
-
Except for traffic operating within the CTR or circuit of other aerodromes having their own altimeter setting observation, all aircraft operating anywhere within the TMA / CTR shall reference altimeters to the officially reported QNH for Jazan / King Abdullah Bin ABdulaziz Airport when at or below the TA.
-
All aircraft landing or over flying within Jazan TMA / CTR are to contact Jazan Approach on 124.900 MHZ at least 5 minutes before entering the TMA / CTR or immediately when transfer by adjacent sector.

2.22.2.2 Holding Procedures
|
The main holdings are as follows:
GIZ DVORTAC, Minimum Holding Altitude, 2000ft for ILS/DME RWY 33 and VOR/DME RWY 15.

2.22.2.6 Departure procedures
|
RWY 15:
Climb on runway heading to 1000 FT. turn right heading 300 until 15 NM from OEGN then turn right to way point PEKAR / or LUBAL not less than 3000 FT whichever is later. and proceed as per flight plan or as directed by ATC. No turns are allowed before DER.
RWY 33
Climb on runway heading to 1000 FT. turn left heading 300 until 15 NM from OEGN then turn right to way point PEKAR / or LUBAL not less than 3000 FT whichever is later. and proceed as per flight plan or as directed by ATC. No turns are allowed before DER.

2.22.3 ATC SURVEILLANCE PROCEDURES WITHIN JAZAN TMA
|
-
Airport surveillance radar is installed at OEGN (16°53’21.29ً N 042°35’.52ً E) and is avalibale to all aircraft within Jazan TMA. Emergency codes 7700,7600,and 7500 are monitored.
-
All aircraft must squawk the transponder on the last assigned code unit / unless otherwise instructed.
-
VOR/DME and secondary radar coverage to 250NM from GIZ VOR/DME.
-
Abha and Alsoodah MSSRs Partially cover Jazan TMA from GIZ VOR and to the north up to the boundary of Jazan APP AOR from 11.000 FT and above.
-
For radar procedures, refer o ENR 1.6 RADAR SERVICE AND PROCEDURES.

For cross-checking of altitudes assigned while under radar control, refer to ATC Surveillance Minimum Altitude Chart.

2.22.4 RADAR VECTORING AND SEQUENCING
|
• Radar vectoring within the limits of controlled airspace and radar coverage. If no instructions are received from ATC, pilots are required to follow the Flight Plan Route or for which initial clearance is given.
• After Take-off, ATC may direct aircraft by radar vectoring within the limits of controlled airspace and radar coverage unless otherwise coordinated with Abha APP or Jeddah ACC.
• In the event of radar failure or loss of radar identification follow Radar and radio failure procedures on ENR 1.6

2.22.5 PRECISION RADAR APPROACHES

Two-way VHF voice communication capability is mandatory for all flights intending to operate within Jazan TMA/ CTR
|
2.22.8 COMMUNICATIONS FAILURE
|
2.22.8.1 Two-way radio communication failure procedure
|
• Squawk 7600 mode A/3
• Follow Radar and radio failure procedures on ENR 1.6
|
2.22.8.2 Radio Communication Failure Procedure
|
|
Radio communication failure procedures are described in para 15.3 of ICAO PANS-ATCM DOC 4444 and ENR 1.6. Based on these provision, following radio communication failure procedures are established, to standardize the actions to be taken by the pilot at Jazan /King Abdullah Bin Abdulaziz Airport.
|
|
-
All transponder equipped aircraft experiencing radio communication failure shall set transponder to mode A/C code 7600 as soon as practicable.
Note: (This requirement of setting transponder to mode A/C code 7600 in no way imposes any restriction on the pilots decision to set transponder to mode A/C code 7500 or 7700, whenever required)
-
Runway lights, PAPI, ILS, and approach light in SWITCHED ON position shall indicate the availability of Runway in use for aircraft experiencing RCF.
|
|
2.22.8.2.3.1 Arriving aircraft being radar vectored
|
Aircraft being radar vectored for approach, on experiencing RCF, Shall maintain last assigned level and heading for 2 minutes after detecting RCF or selecting Mode A/C 7600, Whichever is later.
|
2.22.8.2.3.1.1 For Runway 33
|
Then take a convenient turn to proceed to BUDAD/RADET hold maintaining last assigned level or 2000 FT whichever is higher. if higher descend to 2000 FT in the hold and then leave hold at 2000 FT to carryout published instrument approach procedure for arrival runway.

2.22.8.2.3.1.2 For Runway 15
|
Then take a convenient turn to proceed to DASAL/JAZA2 hold maintaining last assigned level or 2500 FT whichever is higher. if higher descend to 2500 FT in the hold and then leave hold at 2500FT to carryout published instrument approach procedure for arrival runway.

2.22.8.2.3.2 Arriving Aircraft-Non-Radar
|
2.22.8.2.3.2.1 For Runway 33
|
Proceed to BUDAD/RADET hold maintaining last assigned level or 2000 FT whichever is higher. if higher descend to 2000 FT in the hold and then leave hold at 2000FT to carryout published instrument approach procedure for arrival runway.

2.22.8.2.3.2.2 For Runway 15
|
Proceed to DASAL/JAZA2 hold maintaining last assigned level or 2500 FT whichever is higher. if higher descend to 2500 FT in the hold and then leave hold at 2500FT to carryout published instrument approach procedure for arrival runway.

2.22.9 LOW VISIBILITY PROCEDURES
|
If visibility reduces to the extent that the Jazan TWR controller cannot observe aircraft operations, then operations are restricted to one movement at a time
|
2.22.10 PROCEDURES FOR VFR FLIGHT WITHIN JAZAN TMA/CTR
|
a) Flight plan shall be filed for the flight concerned.
b) ATC clearance shall be obtained from Jazan TMA/CTR.
c) The flight shall maintain vertical visual reference to ground.
d) Two-way radio communication shall establish with Jazan TMA/CTR.

OEGN AD 2.23 ADDITIONAL INFORMATION
|
|
2.23.1. Extreme caution DRG APCH and DEP due to: large flocks of birds crossing AD in all seasons of the year , the highest concentrations are at dawn and at dusk.
2.23.2. OEGN may be used as an alternate for B747-8 ACFT subject to the following limitations:
1- B747-8 ACFT all operating weight does not exceed 325 tons.
2- Only code C ACFT are allowed on apron TWY when B747-8 is parked on the parking pad and vise versa.
3- No parking pad marking is AVBL for B747-8, however royal parking is the only authorized parking for B747-8, and pilots must contact TWR for parking instructions.
