1.4.1 Custom requirements concerning cargo and other articles

1.4.1.1. All air cargo shipments are subject to customs procedures indicated in the union system of Customs Rules and Regulations and its executive bill and explanation draft for the GCC countries.
|
|
1.4.1.2. Details of forms and other documents to be completed by importers may be obtained from the appropriate customs as indicated in
GEN 1.1

|
1.4.2 Agricultural quarantine requirements
|
|
|
1.4.2.1. The Ministry of environment, water and agriculture would like to inform the aviation companies not to ship any animal or plants consignments unless all Quarantine requirements are fulfilled which are as follows:
|
|
|
|
1.4.2.1.1.1. Importation of live animals/Animal products/ By-products
|
|
1.4.2.1.1.1.1. An Import Permit must be obtained from the Ministry of Environment, Water and Agriculture (MEWA) prior to the shipment leaves the exporting country.
|
|
1.4.2.1.1.1.2. All consignments must be accompanied by Official Veterinary Health Certificate or certificate of analysis or validity certificate, issued by the official Governmental authorities in the exporting country, in addition to a Certificate of Origin issued by Government Authorities of Exporting Countries.
|
|
1.4.2.1.1.2. Importation of plants/ plants products:
|
|
1.4.2.1.1.2.1. An Import Permit/Approval must be obtained from the Ministry of Environment, Water and Agriculture; (MEWA) prior to the shipment leaves the exporting country.
|
|
1.4.2.1.1.2.2. All consignments must be accompanied by official Governmental sanitary and phytosanitary certificate for the plants products consignments, in addition to a Certificate of Origin issued by Government Authorities of Exporting Countries.
|
|
|
|
1.4.2.1.2.1. Exportation of live animals/Animal products/ By-products:
|
|
1.4.2.1.2.1.1. An Import Permit/Approval must be obtained from the official Veterinary authorities in
the importing country, stating the importing conditions required.
|
|
1.4.2.1.2.1.2. An exporting permit issued by the authorized department in the Ministry of Environment, Water and Agriculture
|
|
1.4.2.1.2.1.3. All consignments must be accompanied by Official Governmental Veterinary Health Certificate, issued by the animal and plant quarantine in the Ministry of Environment, Water and Agriculture.
|
|
1.4.2.1.2.2. Exportation of plants/plants products:
|
|
1.4.2.1.2.2.1. An Import Permit/Approval must be obtained from the official authorities in the importing country, stating the importing conditions required.
|
|
1.4.2.1.2.2.2. An exporting permit issued by the authorized department in the Ministry of Environment, Water and Agriculture.
|
|
1.4.2.1.2.2.3. All consignments must be accompanied by an official Governmental sanitary and phytosanitary certificate, issued by authorized department in the Ministry of Environment, Water and Agriculture.

1.4.3 Regulations concerning safe transport of dangerous goods
|
|
1.4.3.1. Saudi Arabia regulations concerning safe transport of dangerous goods by air require the compliance with the following:

The transportation of dangerous goods to, from or within the kingdom of Saudi Arabia must be in compliance with the provisions of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284) and the General Authority of Civil Aviation Regulations for the Transportation of Dangerous Goods by Air (GACAR Part 109), which can be accessed at the GACA website: www.gaca.gov.sa

The transport of alcoholic beverages for delivery to any destination in Saudi Arabia is forbidden.

The shipper of any dangerous goods must provide a written undertaking to re-ship the consignment at the shipper's cost and risk if the shipment is not cleared and received by the consignee within 10 working days from the arrival of the consignment at any destination in Saudi Arabia.

The obligation for the return of any dangerous goods shipments undelivered within 10 working days from the date of arrival at the Kingdom of Saudi Arabia rests with the air operator by which the shipment has arrived.

The name, address and telephone number of the consignee must be written in full on the airway bill and each package for dangerous goods being shipped to any destination within Saudi Arabia.

1.4.3.2 Radioactive and nuclear material:
|

For the import, transit or export of radioactive or nuclear material to, from and via the KSA prior permission from the Saudi Nuclear and Radiological Regulatory Commission (NRRC) is required:

In case the consignment contains radioactive or nuclear material, the air operator must:
-
Ensure that the consignor/consignee is in possession of a prior NRRC approval.
-
Provide to the General Authority of Civil Aviation (GACA) and the NRRC a copy of the export license from the state of origin regulatory authority, identifying the KSA as the final destination.
-
It is prohibited to import or export radioactive waste to the KSA.
-
The transport of radioactive material by private aviation is prohibited unless duly authorized by the General Authority of Civil Aviation (GACA) and NRRC.
-
The final destination of radioactive or nuclear material can only be Jeddah, Riyadh or Dammam. An exception can be obtained from the NRRC to allow import to any other entry point in the KSA only for material imported for medical purposes.
-
Applications for the authorization of diplomatic transit and landing flights carrying radioactive or nuclear material to/from the KSA shall be made 15 working days prior to the arrival of the planned flight.
-
Radioactive or nuclear material are not permitted for carriage by passengers or crew whether through checked-in or carry-on baggage.
-
Radioactive material is not permitted in airmail either to, from or through the KSA.
-
Handling and loading of radioactive material must be made in such a manner that no person other than the permitted ground handling and loading staff can have access to the material.
-
The name of the radioactive or nuclear material shall be shown in parentheses, in association with their description on the transport document and the proper shipping name on the package marking.
-
Plutonium must not be on board an aircraft unless it is contained in a medical device designed for individual human application, and shall be with a specific radioactivity less than 1 Bq/g.
-
Fissile radioactive material and articles thereof (containing Uranium-233, Uranium-235, Plutonium and other isotopes of transuranic elements) in any quantity shall not be accepted in the KSA for carriage on passenger aircraft, and shall not be transported into the KSA, from its territory or through its territory without prior permission from the NRRC.

All Type B(U), Type B(M), Type H(U), Type H(M) and fissile package designs must be certified by the NRRC. The Transport Index (TI) of any package or overpack shall not exceed 10. The Criticality Safety Index (CSI) of any individual package or overpack shall not exceed 50 on passenger aircraft, and 100 on cargo aircraft. None of the above may be transported to, from or within KSA on board a passenger or cargo aircraft without the prior approval by the NRRC.

The maximum radiation dose level at any point on any external surface of packages, overpacks or freight containers containing radioactive material must not exceed 2 mSv/h, even if those are transported under exclusive use. The maximum radiation dose level at a distance of one meter from the external surface of packages, overpacks or freight containers containing radioactive material must not exceed 0.1 mSv/h. overpacks or freight containers that are transported under exclusive use require prior notification to the NRRC and the General Authority of Civil Aviation (GACA).

Consignments containing spent nuclear fuel or radioactive wast transported to, from, through or over the territory of the KSA are prohibited without prior approval by the NRRC. A written notification should be forwarded to the NRRC at least 2 calendar weeks prior to shipment.

An aircraft whose internal surfaces have been contaminated by radioactive material requires decontamination by an authorized and certified agent before being released to service.
-
A report for any significant event shall be produced within 2 calendar months of the event involving the transport of radioactive substances. It must include a detailed analysis of the event and indicate the corrective measures implemented or planned.
