OEAB AD 2.22 FLIGHT PROCEDURES

2.22.1   GENERAL

  • The Abha CTA which is described in ENR 2.1 designated as Class A airspace from FL150 to FL265 excluding Abha TMA. Abha approach delegates the responsibility of APP up to FL265.
  • The Abha TMA which is described in ENR 2.1 and depicted on the Abha Area Chart "Departure and Transit Routes", and Area Chart "Arrival and Transit Routes" designated as Class B airspace from 700 FT AGL within 30 NM , 2500 FT AGL from 30 to 50 NM to FL155 excluding ABHA CTR and KHAMIS CTR.
  • The Abha CTR which is described in OEAB AD2.17 and depicted on the Abha Area Chart "Departure and Transit Routes", and Area Chart "Arrival and Transit Routes" is designated as Class C airspace.
  • Except for traffic operating within the CTR or circuit of other aerodromes having their own altimeter setting observations, all aircraft operating anywhere within the TMA / CTR shall reference altimeters to the officially reported QNH for Abha Airport when at or below the TA.
  • All aircraft landing within or over flying within the Abha CTA/ TMA are to contact Abha Approach on 124.500 MHZ and 130.500 MHZ at least 5 minutes before entering the CTA/TMA and to maintain continuous listening watch on this frequency whilst within the CTA/TMA.

2.22.2  PROCEDURES FOR IFR FLIGHT WITHIN ABHA TMA/CTA

The following designated reporting points are compulsory for aircraft taking off or landing within Abha TMA and CTA:

2.22.2.1   Routing

The inbound. transit and outbound routes shown on the charts. If necessary, in case of congestion, Inbound aircraft may be under Radar Vector or will be instructed to hold at one of the designated airways or over reporting points by Abha approach.
 

2.22.2.2   Holding procedures:

The main holdings are as follows:
  • ABH DVORTAC, Minimum Holding Altitude, 12000ft and MAX 230 KIAS. for ILS or LOC RWY 13 and VOR RWY 13.
  • ABH DVORTAC, Minimum Holding Altitude, 11000ft and MAX 230 KIAS. for VOR RWY 31.

2.22.2.5 Circuit directions

  • Circuits are flown at ALT 1500 FT AGL.
  • Left - hand circuits for RWY 31. Right-hand circuit may be used after coordination with ABHA APP and KHAMIS TWR.
  • Right-hand circuits for RWY 13. Left-hand circuit may be used if coordinated with ABHA APP.

2.22.2.6   Departure procedures:

RWY Description Restriction
13 Climb on runway heading to 9000 FT then proceed via flight planned route to cleared flight level. Minimum climb Gradient 5.5 % (334FT/NM) up to 9000 ft. If unable to comply, procedure not authorized.
31 Climb on runway heading to 10500 FT then proceed via flight planned route to cleared flight level. Minimum climb Gradient 5.5 % (334FT/NM) up to 10500 ft. If unable to comply, procedure not authorized.
 

2.22.3 ATC SURVEILLANCE PROCEDURES WITHIN ABHA TMA/CTA

  • ABHA approach control service operates Terminal Area Surveillance Radar (TMAR) one station located at Abha Airport. The Abha station has a combined PSR (maximum primary radar ranges is 80 NM). And MSSR Mode-S system (maximum secondary radar ranges is 250 NM).
  • The Abha Radar provides the TMA service and it is a Mode-S MSSR Radar overlapping Al-Sodah Radar MSSR Mode-S from ground level (6800FT above sea level) and above, providing maximum radar ranges of 250 NM from FL300 and above.
  • Al-Sodah Radar is a Mode-S MSSR Radar overlapping the Abha Radar MSSR Mode-S at 9000FT and above, providing maximum radar ranges of 250 NM from FL300 and above.
  • All aircraft must squawk the transponder on the last assigned code until / unless otherwise instructed.
  • For radar procedures, refer to ENR 1.6 RADAR SERVICES AND PROCEDURES.
  • For cross-checking of altitudes assigned while under radar control, refer to ATC Surveillance Minimum Altitude Chart.

2.22.4 RADAR VECTORING AND SEQUENCING

  • Radar vectoring within the limits of controlled airspace and radar coverage. If no instructions are received from ATC, pilots are required to follow the Flight Plan Route or for which initial clearance is given.
  • After Take-off, ATC may direct aircraft by radar vectoring within the limits of controlled airspace and radar coverage unless otherwise coordinated with Jeddah ACC.
  • In the event of radar failure or loss of radar identification follow COM failure procedure on ENR 1.6.

2.22.9 LOW VISIBILITY PROCEDURES

If visibility reduces the extent that the TWR controllers cannot observe aircraft operations, Then operations are restricted to one movement at a time.

2.22.10 PROCEDURES FOR VFR FLIGHT WITHIN ABHA TMA/CTA

  • Flight plan shall be filed for the flight concerned 
  • ATC clearance shall be obtaind from ABHA TMA/CTR
  • The flight shall maintain vertical visual reference to ground.
  • Two-Way radio communication shall establish with ABHA TMA/CTR.

2.22.11 URBAN VFR ROUTES (UVRs) WITHIN Abha TMA ABHA CTR (UVRs)

Abha UVR originates at the designated VFR reporting points (VRP) and connects with Riyadh UVRs Reserved

• Route adherence and complaint:

  1. UVRs are bidirectional.
  2. VFR flights operating on UVRs must adhere to the defined path and designated VRPs.
  3. UVRs are subject to modification either upon pilot’s request or as instructed by ATC.

• Altitudes:

The maximum UVR altitude within Abha TMA part 1 is 500 ft AGL, and Abha TMA part 2 is 1500 ft AGL. Any request for higher altitude is subject to ATC approval.

• ATC Clearance:

  1. VFR flights on UVRs are subject to ATC clearance, while within controlled airspace.
  2. VFR flights shall obtain ATC clearance before leaving UVR to enter Abha CTR.
  3. VFR flights intending to operate at an altitude higher than the maximum UVR altitude are subject to ATC clearance.

• Pilot Responsibility:

  1. Pilots are required to obtain ATC clearance to operate within controlled airspace.
  2. It is the responsibility of the pilot in command to monitor other traffic, whether approaching from the opposite or same direction, along   the UVRs.
  3. Pilots shall remain vigilant to see and avoid other aircraft.
  4. UVRs are recommended routes, and pilots are responsible for seeing and avoiding terrain and obstacles.
  5. Pilots must maintain a listening watch on the assigned radio frequency
  6. Flights utilizing the UVR flying Southbound must contact Abha Approach prior to SABAH.
